Commission Artist Wanted

After deciding for a while, I decided to buy commissions again. But there's one problem...I can't find an artist to send my commission ideas to. So I need anyone's help to find and artist capable of take on a commission. The requirements are as follows:

Could draw:
-OC's (including mine)
-Nudity
-Mermaids/Mermen
-Transformation Art/Comic sequence
-Fan art (just to fill in as other)

Requirements:
-Must be a talented artist.
-Must be cheap (like under $20; might pay higher depending on the art style)
-Must have a slot open for commissions (unless artist could take on multiple slots)

That's all of the listed requirements I could give (unless if I'm missing a few things, suggest a few). Hopefully I might find a suitable artist soon...

Note: I might pay up to two commissions, no more than that (just to watch how much I'm spending).
